The Plan for Promoting Higher Education Cooperation and Development in the Guangdong-Hong Kong-Macao Greater Bay Area, jointly issued by the Ministry of Education and the People’s Government of Guangdong Province, proposed to prepare GBU from a high starting point based on a new mechanism.

The executive meeting of the People’s Government of Guangdong Province deliberated and approved the Preliminary Operation Plan of the Great Bay University.

May, 2020

Governor Ma Xingrui of Guangdong Province made an inspection tour to Dongguan, urging that GBU be planned from a high starting point, positioned with a broad perspective and built according to a high standard.

Governor Ma Xingrui of Guangdong Province led a team to Peking University to exchange views with the university leaders on the building of GBU. Peking University expressed its strong support to GBU.

October, 2019

While Vice Premier Sun Chunlan was inspecting Guangdong, Tian Xuejun, Vice Minister of Education, expressed his support for building GBU from a high starting point based on a new mechanism, and for the establishment of an open, high-level research university focused on cultivating postgraduate students.

Guangdong Provincial Party Committee issued the Decision to Thoroughly Study and Implement the Spirit of General Secretary Xi Jinping’s Important Speeches Made during His Inspections of Guangdong and Striving to Create a New Era of Reform and Opening-up in Guangdong, clearly proposing to set up GBU in Dongguan.

June, 2019

The seminar on the preparatory work of GBU was held, which was attended by Xing Feng, then Deputy Director of the Department of Education of Guangdong Province, principal leaders of Dongguan Municipal Party Committee and Municipal Government, as well as a number of Chinese and foreign academicians and experts including Chen Hesheng, Chen Shiyi, Lu Bingheng, Lyu Jian and Gu Peihua.

The Leading Group for Preparatory Establishment of GBU was set up, with Director Jing Lihu of the Department of Education of Guangdong Province and Liang Weidong, then Secretary of Dongguan Municipal Party Committee, serving as the general conveners.

Huang Ningsheng, then Vice Governor of Guangdong Province, led a team to Beijing to attend the Guangdong-Hong Kong-Macao Greater Bay Area Education Cooperation and Development Promotion Conference. Xiao Yafei, then Deputy Secretary of Dongguan Municipal Party Committee and Mayor of Dongguan, made a special report on the GBU project, which was endorsed by Vice Minister of Education Sun Yao.

Guangdong Provincial Party Committee and Provincial Government planned to establish a world-class comprehensive university in the GBA. Dongguan Municipal Party Committee and Municipal Government highly valued this idea and proposed to site the university in Dongguan.
